EDIT: Not as bad as originally thought. It seems like this just bans the modification of a stock exhaust unit to alter sound. $100 fine for driving a car with a modified unit, up to $10,000 for modifying the exhaust or being a dealer that sell one with a modified exhaust. !!!error: Indecipherable SUB-paragraph formatting!!! Not really sure about how strict the specific decibel levels are but this part of the bill is concerning. " A MOTOR VEHICLE REPAIR FACILITY SHALL NOT MODIFY AN EXHAUST SYSTEM CAUSING THE MOTOR VEHICLE TO WHICH THE SYSTEM IS ATTACHED TO PRODUCE NOISE IN EXCESS OF OEM STOCK DECIBEL LEVELS. " And this part too " A PERSON WHO VIOLATES SECTION 707C(7) SHALL PAY A CIVIL FINE OF $10,000.00 FOR EACH VIOLATION" I should also ad this bill has not passed in a way through the Michigan government as of now as it has not been voted on yet.

I went back and read it a little more closely, lots of acronyms. What I did get out of it says simply owning a car with a modified stock exhaust is technically illegal and would amount to a $100 fine. The $10,000 fine comes if you are business that modifies a stock exhaust or if you are a dealer that sells a car with a modified exhaust.

This only applies to shops... Just like I'm sure there's a similar bill already that says a shop can't modify the exhaust by taking out the cat.

Don't have a shop do the work, no problems.

Believe it or not, some European standards are extremely strict about exhaust noise levels, and people who build kit cars have had to go to great lengths to get exhaust systems made to meet the standards.

While I don't expressly believe a bill like this is totally appropriate, my wagon is louder than stock, but I haven't touched the exhaust at all, only the intake. It's going to be rather difficult to really enforce a bill like this, because right now, many areas deploy a tactic that simply follows the guidelines of "reasonable at the officer's discretion." Not entirely good, not entirely bad either. I think that it really should be an official policy though, because I would trust an officers discretion about noise far more than a politician's.

Here's a chart that's somewhat off in it's numbers, and doesn't quite get it perfect, but is plenty close enough for public consumption. Sound is a funny thing because while we can have a true reference level in a studio, everyone does perceive sounds differently in volume. Technically, 80dB for 8 hours is perfectly acceptable, and after that 8 hour window, you will start to experience fatigue. More importantly though, two people in a room with a reference level may have different perceptions of how loud a noise is. You can play an 80dB tone for them, and have them progressively turn the signal down until they can no longer hear it, and it's more than likely that will result in different points of not hearing the tone anymore. Because of that, saying that a car with a 110dB exhaust is the maximum allowed is somewhat difficult. Best example I have for this is Formula 1 vs NASCAR. Believe it or not, the two actually aren't really different in decibel, but when you get to the sound pressure level, that's a totally different ballgame. There should very much be a definitely limit on SPL levels of exhaust systems.

The recent video of that stripped out FR-S or BR-Z or whatever it was is something that would (and rightfully should) be heavily fined for how piercingly loud that thing is.

In Delaware they completely eliminated the decibel limit on exhaust systems (for motorcycles). All that they require is that the motorcycle has a muffler. There's been some discussion about adding cars to this law.

There's a difference between "what car/motorcycle?" and "OMFG WHOSE FUCKING CAR/MOTORCYCLE IS THAT". Harleys and fart-canned cars are consistently the latter, and yet sporty bikes and sporty cars (i.e. ones manufactured with relatively loud exaust pipes) land in a pleasant area between the two.

Well A) it doesn't have to be a Honda, and B) the context wasn't 100% clear. BTW a fart-canned car, regardless of make, model, or sportiness, is generally really damn noisy at any RPM range. It's like putting a megaphone up your butt and then farting: it doesn't matter how you do it, it's stupid and annoying regardless.

I would actually not be surprised if this is being pushed behind the scenes by the auto dealers, mainly to try and force people to go to dealership repair shops for new exhausts - at a cost of 3-4 times over what it should be. Dealerships have been trying to shut down the independent guys since basically the independent guys began.

The only problem with the notion that "loud pipes saves lives" is that the cause is often celebrated by a tiny sticker on a $1.98 helmet sold "for novelty use only" that wouldn't protect a cantaloupe if it fell of the kitchen table let alone your head if you fell off your hog.
